One Borough, One Community, No one left behind

Barking & Dagenham is an ambitious borough that boasts enterprise, industry, and leading-edge data insight plus a sense of where it has come from and where it is going. Growth is our middle name. The three markets of London, two film studios and a modern university are just some of the things we have delivered in recent years. But it’s not all bricks and mortar. So, too, is a focus on addressing inequalities and improving lives. That’s why at the heart of our vision are the communities we serve and delivering on their aspiration.

Following the appointment of Fiona Taylor as Chief Executive in 2023 the council has launched a new vision or blueprint for the council to super charge what we do next, Our B&D, Our Future. Moving forwards, a key priority will be the delivery of this vision. This will see us remodel and right size services, so they fit our financial envelope and work alongside our partners to deliver our ambitious change programme, including our neighbourhood localities.

Barking & Dagenham remains one of the fastest changing communities in Britain today. And as one of the most ethnically and culturally diverse communities in the UK, and one of the youngest, there is a commitment to make it a place where people are proud to live, work, study and stay.

If you are someone who does not shy away from new ideas but can hold the line and want to make a difference, Barking & Dagenham could be your next best move.

Strategic Director of Resources (Section 151 Officer)

This is a key role that will lead across a broad range of corporate resources, including: financial administration and strategy, treasury management, investments, pension fund management, corporate and service risk management, support and collections, internal audit, IT, law and governance. We continue to deliver good services and our robust fiscal management has seen us make the best of a challenging financial environment. In this role we will look to you to find opportunities to transform, change and innovate to help equip us against the challenges we face.

As we realign our organisation to be the best it can for the future, your service remit may develop as we transform ourselves to continue to deliver the best possible outcomes for our residents.

As our Section 151 Officer, you will provide the highest levels of advice, assurance, and administration of our Council's finances. You will deliver our investment strategy, ensuring it is fit for purpose in ever-changing times, whilst working with our family of council companies, ensuring we remain an efficient, agile, cost-conscious council. Having brought these services together, we will look to you to create the vision and strategy for our corporate functions to fulfil our vision.

About you

As our Section 151 Officer, your finance background will enable you to provide assured leadership to ensure effective financial management and the long-term financial sustainability of our organisation.

Your focus on providing a 'customer first' approach will have helped you deliver services successfully at management or senior management level already within your career.

To succeed in this role, we are looking for an inspiring leader that can energise and motivate both your direct, and indirect reports. We are firmly looking to the future and will look to you to identify and take advantage of opportunities that innovate and improve the service areas that you lead.

You will be able to demonstrate success in building and maintaining strategic partnerships, as well as generating income for your organisation, either through property, treasury, or external funding.

Ultimately, we are looking for you to embrace change, seize opportunities and disrupt what is normal, to deliver positive outcomes for those living and working within the borough, ensuring that no one is left behind.
