An arm’s length body of the Ministry of Justice, the Independent Monitoring Authority ensures that the rights of EU and EEA EFTA citizens and their family members living in the UK and Gibraltar are upheld following the departure of the UK from the EU. We have two duties: to monitor UK public bodies to make sure they adequately and effectively implement the rights provided for by the Citizens’ Rights Agreements; and to promote the adequate and effective implementation and application of the Agreements by holding public bodies to account where there is not full compliance.

As our new Director of Operational Delivery and a senior decision maker in enquiries, litigation and complaints handling, you will oversee core operational activity, ensuring that the IMA fulfils its statutory duties in the complex, challenging and wide-ranging area of EU citizens’ rights. This will involve creating, leading and assuring effective operational systems, process and arrangements within the IMA, and the processes for engagement with other government departments, public authorities, and external stakeholders both in the UK and Europe.

The position will demand strong leadership in a highly political environment, with a focus on driving continuous improvement, organisational effectiveness, and the preservation of our independence. You will be particularly tasked with helping to reframe and elevate our delivery capability as we seek to become a more intelligence-led organisation, enabling us to shine a light on areas where our attention is needed in addition to recognising good practice.

We are looking for an inspiring and developmental leader with experience of delivering complex strategic portfolios of work in a dynamic inquiry, compliance, monitoring or operational context. Independent, credible and collaborative with excellent communication skills, you will work well across complex multi-stakeholder landscapes. You will also be an adept decision maker, able to quickly grasp complex and technical policy issues and manage operational risk whilst seeking opportunities to increase operational capability and work with impact.
