The newly created Lancashire Combined County Authority (LCCA) will empower local decision makers to be the leading voice in the region, to boost economic prosperity, enhance skills and employment, and improve local transport. Utilising its devolved powers from government, the LCCA will champion the region’s interests, delivering local priorities to improve the lives of residents and support businesses across Lancashire.

With a population of over 1.5 million and a GVA of £40 billion, Lancashire is central to the success of the North, a historic county of thriving communities, established industries including manufacturing, aerospace, food and drink production, alongside a growing digital and creative sector, and advanced energy and environmental technologies. Lancashire has enormous potential for the future!

The LCCA was formed in February 2025, and this key role will be at the heart of creating the new organisation, taking executive responsibility for operations, programme management and developing our overall strategic direction. We are seeking a visionary and results-driven Chief Operating Officer who will work closely with colleagues in the Constituent Councils. As an experienced and influential leader, developing the partnerships that are at the heart of LCCA will be critical, maximising the opportunities available to us and helping to shape and prepare for the next phase of our devolution journey.
